HB 798: The Department of Commerce operates a program called the Small, Minority and Women-Owned Business Account, which uses proceeds from video lottery terminals (VLT) to assist small, minority, and women-owned businesses. Nine fund managers (both public and private) across the State make loans and grants with VLT funds, but currently $57 million isn’t being disbursed to small businesses. This bill authorizes the Department of Commerce to allow 1.5% and 3% of the loan principal to be available to participating fund managers to defray costs of making these financial transactions with the goal of increasing loan-making activity by existing fund managers and by incentivizing more fund managers to join the program.
